It adds 100 to your capture chance, the most the total can be, so it catches any Nexomon it's thrown at. Dragons, Legendary and Ultimate Nexomon don't lower it as they do other traps.
You throw it from the capture option, which only shows in wild battles that allow it. How the whole chance adds up is on the Nexomon page.
